Are American students falling behind academically compared to students in other countries

I think kids in the United States aren't failing behind as much as other countries. I believe kids RANGING 9th to 11th are mostly failing behind because they just want to have fun. The United States has free schooling unlike COMPARED to the rest of the world. Our DATA for information is much better than the rest of the world.
